Knox

The largest and most populous city of Dargarth, Knox is the capital of Mardur. It is home to over a million humanoids and monsters of various types and is the seat of the high queen Pow Pow who rules the nation from her dark seat on the Blood Throne.

Given the queen's seclusion from daily affairs, and her tendency to let people figure things out for themselves, daily governance is handled by a council of reeves who are directly responsible for each of the cities numerous wards. While locally powerful, each reeve typically lacks the resources to enforce or pursue their own policies without the consent or concession of the others and thus, despite the massive size of their governed populous, most reeves are globally insignificant.
