This is a splint-mail bracer, which has three powers. First, it allows the wearer to cast "Mend." Second, casting Mend does not consume a spell point, instead the bracer feeds the power needed to cast the spell (limit of 5 uses per event). Finally, any class is able to wear the bracer and benefit from its armor (AR3).
