Does a road that ends in an empty desert hex count as "linking" two nations?
If so, why isn't Mardur "connected" to Legion, since the roads run through our nation twice? :P
(Also the road predates Erzoth; originally it was to run to Alliance but was never finished. Just random fun historical fact.)
